NCE Per Seat
The New Commerce Experience (NCE) ‘Per Seat’ model for CSP - for Microsoft 365, Dynamics 365, and Power Platform subscriptions - is the latest in the evolution of the CSP program. The launch was announced in August 2021, and NCE Per Seat went live to General Availability in early 2022 for Commercial offerings that gave partners a new way to purchase and manage Microsoft products in a more flexible way.
NCE (2024)
With NCE Per Seat, Microsoft 365, Dynamics 365, and Power Platform SKUs are available with terms of 1 month, 1 year, and 3 years (for Dynamics 365 only).
Microsoft will not provide pro-rata refunds for the early termination of any subscription in NCE Per Seat outside of an initial 7-day cancellation window. If a subscription is cancelled between day one and seven, a pro-rata charge will be made by Microsoft.
Cancellation windows are not applied to upgrades, so changes can't be made after they're submitted.

Microsoft NCE coterminous is a feature that allows partners to align the end dates of different subscriptions under the same customer. This simplifies the billing and renewal process, as well as the management of add-ons and upgrades. With coterminous, partners can choose to end their subscriptions at the end of the calendar month or match them with an existing subscription’s end date. Starting on January 11, 2024, Microsoft will begin migrating all renewing commercial Legacy CSP subscriptions that have equivalent offers to NCE.

Here is some of the key information to be aware of:
- Migrations will happen for 365 consecutive Calendar Days, each day taking those CSP Subscriptions arriving at Commitment Term End. We recommend that Partners promptly inspect results of Microsoft's actions if they have not already, the detailed announcement can be found here.
- We continue to advocate that Partners lead the transition of their customers to take control of the situation for predictable outcomes, rather than surprised or locked in by the transition where unexpected outcomes in the business may occur.
- Microsoft will "lock" legacy CSP Active Subscriptions from Change Orders (including Cancellation Orders) at 24 hours prior to Commitment Term End. If the Partner wishes to transition the subscription beforehand, they must complete it earlier than 24 hrs before Commitment Term End, or else wait for ISV-Led Migration, and then Cancel the NCE Active Subscription within the 168 hr Cancellation Policy Window.
- Some Offers are going ISV End-of-Life instead of transitioning to NCE. The Microsoft Migration Planning Tool will show these as Not Eligible for migration. And, the CSP-to-NCE Offer Mapping Tool will not have a valid mapping. As legacy CSP Active Subscriptions of these Offers come to their Term End Dates, Partners should make alternate arrangements, i.e. align with the Customer on a different NCE Offer.
- If the offer has been retired this will NOT be migrated and the subscription will end.
- If the offer has not been retired and there is NOT an NCE equivalent, then the subscription will continue on Legacy CSP.
- Default term on migrated subscriptions is 1 YEAR commit with Monthly payments.
- NCE cancellation policy will apply for migrated subscriptions, giving 7 days after migration is complete to change the subscription term, quantity or to cancel the subscription if necessary.
- Turning off Auto-Renewal in CORE will not prevent migration of the CSP subscription as Microsoft will lock it 24 hours prior to the term end.
- The only way to prevent automatic migration to NCE is to do it in advance or cancel the CSP subscription more than 24 hours prior to it’s end date.
- This only affects CSP Legacy Commercial licenses. From July 1st 2024 this will also affect CSP Legacy Public Sector licenses (faculty, academic, education, NFP).
Recommended Actions
- Review your customers current renewal dates for any existing Commercial subscriptions still on Legacy CSP.
- Familiarize yourself with the equivalent offers in NCE.
- Review our offer matrix for CSP to NCE to check if upgrade path is available for Legacy CSP SKUs.
- Manage the migration proactively by moving the customer subscription into NCE before the renewal date.
- The migration date is the Microsoft Subscription EndDate – not the CORE expiration date, if you would like a list of your legacy CSP subscriptions remaining, please contact your account manager.

NCE Public Sector
Microsoft will be launching Public Sector offers into the New Commerce Experience (NCE) platform from March 1st, 2024, that will include Education and not-for-profit offers that had previously only been available in Legacy CSP.
Microsoft will launch the CSP education & nonprofit offers in a four-wave approach as shown in the table below:
The highest customer volume offers will be launch in Wave 1 and Wave 2 with remaining offers being launched in subsequent waves.

Other key information for Public Sector on NCE:
- Microsoft-led migrations will begin for Public Sector offers no earlier than September 1st, 2024.
- New subscriptions must be purchased on NCE from August 1st, 2024.
- Legacy CSP incentives will retire for Public Sector offers on March 31st, 2025.
